Job Description

Operational Technical Services (OTS) is one of the fastest growing private water and wastewater utility staffing providers in the country. We provide certified water treatment, distribution, wastewater treatment, collections, engineering, laboratory, water quality, maintenance, and training professionals to municipalities, special districts, and private utilities throughout the country. POSITION: Water Production Operator I

PAY RATE: $26.34

LOCATION: San Bernardino County, CA

The Water Production Operator I is the entry-level classification within the Water Production series. Incumbents within this classification also perform work of a manual nature, which requires a high degree of mental and physical dexterity. Incumbents within this classification perform similar duties and responsibilities to those of the Water Production Operator II; however, they do so under close supervision and direction progressing to general direction as experience is gained. Typically, incumbents within this classification can reasonably expect to progress to Water Production Operator II after two years of performing assigned duties and have the necessary certification and license.

Essential Functions: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Perform a variety of semi-skilled and limited skilled maintenance of valves, pumps, wells, booster stations, and reservoirs; monitors and operates the telemetry system to achieve optimum performance of the wells, booster stations, and reservoirs.
  • Assist with inspections and certify commercial and industrial facilities for Certificate of Occupancy requirements for the Water Division.
  • Collect samples from water distribution source(s) and facilities; analyze sample data and produce standard reports on a monthly and annual basis.
  • Assist with production of consumer confidence reports as required by Federal or State statutes.
  • Monitors, operates, and maintains automatic chlorinators and performs water quality sampling to ensure safe, clean, and potable water for customers.
  • Inspects, services, and maintains electrical, radio, telemetry, hydraulic, and mechanical systems.
  • Assist in the operation and maintenance of construction equipment and/or machinery including pumping equipment, well and boosters.
  • Check chlorine system; take water samples throughout system on an as needed basis and perform special well samplings as needed; prepare water samples for testing and processing.
  • Monitor and scan telemetry system for reservoir and well activity and status.
  • Assist in maintaining the upkeep to well sites, booster stations, pressure reducing valve (PRV) stations on a regular basis.
  • Maintain records of installations and repairs of treatment equipment.
  • Assist pipefitting and fabrication work as necessary.
  • Effectively use and maintain field test kits and equipment.
  • Assist in maintaining accurate records.
  • Ability to interpret and apply codes, rules, regulations, policies and procedures.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.

Education and Experience Requirements:

  • A high school diploma or equivalent is required.
  • One (1) year of experience working in water distribution and/or treatment plant operations involving potable water production, treatment, storage, or a related field.

Additional Requirements: Depending on the needs of the City, the incumbent of this classification may be required to maintain additional licenses or certificates and Continuing Education Units. The incumbent may be required to work outside the traditional work schedule. May be subject to call out/call back or stand-by scheduling.

Qualifications:

Knowledge of:

  • Learn to operate a variety of maintenance equipment necessary for assigned area of responsibility.
  • Perform semi-skilled construction and maintenance tasks.
  • Learn to read and interpret maps, sketches, drawings, specifications, and technical manuals.
  • Perform labor-intensive manual tasks for extended periods of time.
  • Keep accurate records.

Ability to:

  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely.
  • Establish effective working relationships in the workplace.
  • Chlorination principles and disinfectant requirements.
  • Water-sampling and testing techniques.
  • Monitor SCADA system for system operations.
  • Work cooperatively with the public, various City departments, and Water staff.

Skill to:

  • Safely operate heavy equipment, small hand tools and residual test kits in the maintenance and repair of water facilities.
  • Safely apply and distribute chlorine as needed.
  • Operate computer and applicable software.

Physical Tasks and Environmental Conditions:

The essential Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 50 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot, and cold. The incumbent may use hazardous materials including cleaning and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

MUST HAVES FOR ROLE:

  • Utility Pants: Employees must wear durable utility pants suitable for the work environment.
  • Safety Shoes: Steel-toed or other appropriate safety shoes are mandatory to protect against workplace hazards.
  • Candidates must consent to and pass a background check and drug screening as part of the hiring process.
  • Must be legally authorized to work in the United States.
